Estate Planning and Business Tax Attorney Star Q. Lopez

Attorney Star Q. Lopez focuses her practice in the areas of estate planning and business formations, services which are enhanced by her background in international law and tax law.


Star brings years of elite law firm and government experience to the firm.  After graduating from UCLA School of Law in 2007, Star began her career as a real estate associate in the Costa Mesa office of Rutan & Tucker, LLP, where she worked on a variety of business matters, including drafting agreements for a Fortune 500 company.  She followed her corporate legal experience with nearly 6 years in patriotic public service, serving as a Judge Advocate in the United States Air Force, where she attained the rank of Captain and was awarded a Joint Service Commendation Medal in 2013.

As a Judge Advocate, Star took on a wide variety of important responsibilities, including an in-house counsel role and acting as a Policy Advisor (Embed) on Rule of Law to the U.S. Embassy in Kabul.  It was also in her role as a JAG attorney that she prepared wills for enlisted and retired Air Force personnel, learning the ins-and-outs of estate planning for individuals under a variety of state laws.

Star handled several criminal trials and administrative board hearings on behalf of the United States Air Force and was designated as a Special Assistant United States Attorney, prosecuting cases in federal district court.  As an ex-federal criminal prosecutor, clients of Layton & Lopez Tax Attorneys, LLP, benefit from her insights into governments investigations and prosecutions and her experience handling all aspects of criminal trials.

While finishing her graduate tax degree, Star externed for the IRS Office of Chief Counsel.


Star brings a strong tax, international law, and business background to Layton & Lopez Tax Attorneys, LLP. Star holds a Master of Laws in Taxation from New York University School of Law, where she studied complex areas of business and international taxation. She earned her law degree from the University of California, Los Angeles in 2007.  At UCLA School of Law, she worked on the Journal of International Law and Foreign Affairs. Prior to pursuing law, Star earned her B.A. from the University of California, Irvine, and her M.A. from Biola University.


Star Lopez is a recognized and reputed attorney in Orange County, California, and beyond.  She is honored to have served the legal community in a several important capacities, including:

  • Chair of the International Law Section of the Orange County Bar Association
  • Committee Member of the International Law Section, Public International Law, for the California Bar Association
  • Rule of Law Vice Chair, International Tax Committee, American Bar Association
In 2016, Star presented on a panel presentation for the ABA Section of International Law titled "Austerity, Big Government, and Practical Limits of Taxation" and moderated a panel for the ABA titled International Employment Hurdles: Payroll Tax Played Out.  Star's work has been included in prestigious publications, including the s UCLA Law Review (as co-author with Benjamin Oklan, "The Convergence of Good Faith and Oversight," 55 UCLA Law Review 559 (2008)) and the ABA Section of International Law as a co-author in Year in Review, Spring 2015.
